تحديات التعليم

من المعروف ان التعليم هو الاساس الذي يتم بناء الفرد من خلاله وهو اساس تقدم ورقي الامم، وهو الاساس الذي تقوم عليه عملية التنمية البشرية المستدامة وهو ما يعرف بمصطلح Sustainable Human Development التي قام بها البرنامج الانمائي للأمم المتحدة .

والتعليم حق كفله الدستور لجميع المواطنين سواسية، ونرى ان الدول المتقدمة اهتمت بالتعليم بشكل كبير وجعلته الاساس في عملية تقدمها ورقيها، ومن الجانب الآخر ما زالت دول العالم الثالث ودول العالم النامي تعاني العديد من التحديات والمشاكل بنظامها التعليمي .

ومن اهم هذه المشاكل الاعتماد الكبير على العمالة الوافدة، وعدم وجود خبرة ودراية كافية لدى المدرسين في كيفية التعامل مع الطلبة، وعدم الاعتماد او استخدام وسائل التقنية والتكنولوجيا في ايصال المعلومات للطالب، وعدم مواكبة المناهج الدراسية والمقررات للتطور الحاصل بالحياة، والعدد الهائل للطلبة في الفصل الواحد مما يؤدي الى صعوبة في ايصال المعلومات للطالب، تغيير الاستراتيجية التعليمية عدة مرات خلال سنوات قليلة، الاعتماد على الطرق التقليدية القديمة بالتعليم، انتشار الفساد والرشاوي والدروس الخصوصية.

ولذلك على الدولة ان تسعى للقضاء على هذه المشاكل والمصاعب التي تواجهها لتوفير تعليم افضل لأبنائها من خلال العديد من الوسائل والطرق منها:

1-دراسة اي استراتيجية او قرار قبل تطبيقه وذلك لكي لا تكون هناك نتائج سلبية لهذه القرارات والمشاريع وتجرب على شريحة اولا ثم ينظر للنتائج.

2-تجديد وتطوير المناهج الدراسية لتتماشى مع التطورات والمستجدات.

3-الاعتماد على الطرق والاساليب الحديثة والمتطورة في شرح المناهج التعليمية.

4-السعي للقضاء على الامية بكل صورها وبكل السبل التي نملكها.

5-وضع الشخص المناسب في المكان المناسب وان يكون التعيين على اساس الكفاءة والقدرات وليس على اساس الواسطة.

6-السعي لإصلاح البنيه التحتية (المباني) للمدارس والمرافق الخاصة بها.

7-توفير التعليم للجميع وبشكل متساوى وبكل الطرق المتاحة.

8-الاستعانة بأهل الميدان مثل جمعية المتعلمين.

تحديات التعليم فى الوطن العربى.

تشكل فعالية التربية نشاطاً اجتماعياً واقتصادياً ضخماً، فقد ارتفع عدد الطلبة في الوطن العربي من 16.6 مليون طالب وطالبة عام 1980 إلى 42.9 مليوناً عام 1987 ، أي نسبة 13.5% على التوالي من سكان الوطن العربي , وقام بتدريس هؤلاء 553 ألف أستاذ عام 1970 ومليون و928 ألف أستاذ عام 1987, وقد وصل عدد الطلبة إلى 59.24 مليوناً وعدد الأساتذة إلى 3 ملايين عام 1997 , أي أن نسبة الأساتذة والطلبة معاً إلى عدد السكان قد وصلت إلى %24.66 عام 1997 مقابل %17.6 عام 1975 , وذلك وفقاً لمنظمة اليونسكو عام 1999.

يفرض النمو السريع للسكان ، ومن ثم فتوتهم بالتالي وتحركاتهم ضغطاً شديداً على خدمات التعليم المعاصر بالمواصفات الغربية للمدرسة، مما يجعل السباق صعباً، بل مستحيلاً في العديد من البلدان، بين الموارد المحدودة والطلب المتزايد سواء أكان مدفوعاً بالطلب الاجتماعي على مقاعد التدريس أم بالطلب الاقتصادي على الكفاءات والخريجين.

ونتائج هذا السباق الصعب - إضافة إلى خيارات السياسة في كل بلد - تبدو من خلال عدد من المشكلات يتفاوت وجودها وحدتها باختلاف البلدان والأزمان منها:

استمرار الأمية مرتفعة لقلة جهود معالجتها والوقاية من الجديد منها الناجم عن:

1-قصور معدلات التمدرس عن الوفاء بهدف التعليم الإلزامي المعمم.

2-تدهور نوعية التعليم وكفاءته الداخلية نتيجة لضغط الكم وأولويته.

ضعف الفاعلية الخارجية للمنظومة وصلتها بحاجات سوق العمل وتوجه المنظومة إلى تلبية جزئية لحاجات القطاع الحديث في الاقتصاد الوطني وهي حاجات محدودة، الأمر الذي أسفر عن نتائج سلبية على الاقتصاد والمجتمع وعن غربة المدرسة ومناهجها عن بيئتها المحلية بنسخها نماذج أجنبية هي نفسها موضوع نقد في البلدان التي نشأت فيها, وينعكس نقص الكفاءة في هذا:

1-نقص المتعلمين في بعض الاختصاصات.

2-فيض المتعلمين في بعض الاختصاصات (يقود إلى بطالة المتعلمين صريحة ومقنعة، وتدهور أجورهم، هجرة الأدمغة ).

3-نقص الملاءمة النوعية.

4-ضعف متابعة التقدم العلمي والتقاني في المناهج (الحالي والمستقبلي) وغياب وظيفة البحوث أو قصورها.

5-النمو غير المتوازن وغير المتكافئ في عرض فرص التعليم، والاقتصار على المنظومة المدرسية، وإهمال أشكال أخرى من التعليم والتكوين. وكذلك الاقتصار، في التعليم المدرسي ذاته، على التعليم العام وإهمال التعليم المهني والتقني المتنوع.

ومن ناحية الكيف توجد مظاهر عديدة للأزمة منها: انخفاض النوعية والتشوه الحاصل في القيم المرتبطة بالعمل والآثار السلبية الناجمة عن ذلك على التنمية وعلى حسن استغلال الموارد.

الخلل في التوزيع بين الأعمار (المراحل: رياض الأطفال، تعليم الكبار) ،وضمن المراحل (نقص الاهتمام بـالعلوم والتقانة)وبين الجنسين، وبين الحضر والريف، وبين الداخل والخارج (التعليم العالي على الخصوص).

وفى النهاية يوجد سؤال يطرح نفسه بشدة , هل يستمر الوضع كما هو عليه الآن فى الوطن العربى , أم تحدث طفرة تعليمية عربية كما حدث مع جميع دول العالم المتقدم؟

التعليم هو حق جميع الأطفال وواجب كل الحكومات, تتمسك اتفاقية حقوق الطفل التي صدق عليها ما يقارب جميع بلدان العالم وبشدة حق كل طفل في التعليم الأساسي عالي الجودة.

التعليم يقود الدفة نحو التنمية, وهو أضمن الطرق وأقواها لتعزيز التقدم الاقتصادي والاجتماعي، والخروج بمواطنين مسئولين ومنتجين, فما من بلد يتيسر له تحمل عواقب عدم تعليم أطفاله , خاصة في ذلك العصر الجديد من المعلومات.

تعليم الفتيات هو شرط لازم لكسر حلقة الفقر الذي تتوارثه الأجيال, إن الاستثمار في تعليم الفتيات يضع المجتمع بأكمله على طريق التقدم الاقتصادي والاجتماعي, كما ترتبط رفاهية الطفل وبشدة بمستوى تعليم الأم, فتنمو الفتيات المتعلمات لتصبحن نساء متعلمات, قادرات بشكل عام على تحقيق دخل أعلى لأسرهن، والمشاركة بشكل أكبر في عملية صنع القرار، وتأجيل سن الزواج، والاهتمام في الغالب بتوفير الرعاية الطبية لأنفسهن ولأسرهن، وتقديم تغذية أفضل لأسرهن، وإلحاق أبنائهن بسلك التعليم.

والتعليم عنصر أساسي لحل بعض أعقد المشكلات التي نواجهها اليوم, فيما تنتعش ظاهرة عمالة الطفل حيثما لا يتوفر التعليم، أو حيثما يكون يتدني مستواه، أو يكون غير ذي صلة بحاجات الناس, وفي سبيل الوقاية من فيروس نقص المناعة البشرية/الإيدز، فإن المدارس تعتبر فرصة هامة لتسليح الأطفال بالمهارات الحياتية الأساسية, ويعد التعليم عالي الجودة وذي الصلة والمراعي لقضايا النوع خطوة أساسية أولى نحو تقويض ذلك التمييز السائد بين الجنسين، والذي يشكل أغلالاً تكبل التنمية.

وقد تحقق تقدم ملحوظ خلال عِقد التسعينات, عندما حثت اتفاقية حقوق الطفل على حشد الالتزام السياسي والحملات العالمية، وكذلك أدت إلى زيادة المخصصات الموجهة لأغراض التعليم العام, وتشجع وجود إجراءات للمتابعة والرقابة المنظمة المطلوبة من البلدان التي كانت قد وقعت على الاتفاقية على خلق الإحساس بالمسئولية لدى الأطراف المعنية.

بينما اتسعت كثيراً قاعدة المعرفة بكيفية توفير التعليم للجميع, وتم تطبيق بعض الدروس المهمة بشأن توفير مدارس مصادقة للفتيات، بغية تضييق الفجوة الموجودة بين الجنسين في مجال التعليم, كما تساعد الدروس المستفادة بشأن أهمية أساليب التدريس والمواد وبيئات التعلم ذات الصلة وعالية الجودة، في اجتذاب الأطفال إلى المدارس والاحتفاظ بهم فيها.

وهناك أربعة أهداف وضعها مؤتمر قمة عام 1990 المعني بالأطفال، ترتبط بشكل مباشر بالتعليم ومحو الأمية، هي:

التعليم الابتدائي: أن يتمتع كل طفل بحق التعليم، وأن يستكمل ما لا يقل عن 80 في المائة من الأطفال في سن المدرسة أربع سنوات من التعليم الابتدائي, وبالفعل تحققت بعض أوجه التحسن فيما يتصل بنيل قسط من التعليم، وذلك بتسجيل 82 % من الأطفال في سن التعليم الابتدائي بالمدارس الابتدائية، أو حضورهم لها، أو قيامهم بكلي النشاطين، بعد أن كانت النسبة لا تتجاوز 80 % عام 1990.

التفاوتات بين الجنسين: أن يتم تقليل التفاوتات التعليمية بين البنات والأولاد, أى تضييق الفجوة في معدلات التسجيل إلى النصف، أي من ستة إلى ثلاثة نقاط مئوية. وقد حققت منطقة جنوبي آسيا نجاحاً ملحوظاً، إلا أن منطقة جنوب الصحراء الإفريقية الكبرى لم تشهد تضييقاً بنفس القدر في الفجوة بين الجنسين.

محو أمية الكبار: أن يتم تخفيض أمية الكبار بما لا يقل عن نصف معدلها عام 1990، وأن يتم منح اهتمام خاص بمحو أمية الإناث, هذا الهدف لم يتم تحقيقه، فقد انخفضت معدلات أمية الكبار من 25 في المائة عام 1990 إلى 20 في المائة اليوم - إلا أنه بسبب النمو السكاني، فإن عدد الأميين من الكبار قد ظل حوالي 900 مليون على مستوى العالم, وتتركز الأمية بشكل متزايد بين النساء.
